Elizabeth Banker

Banker is vice president and associate general counsel at the Internet Association in Washington, D.C., where she focuses on data privacy and security and intermediary liability issues.

Banker has been advising technology companies on the intersection of law and policy for over 20 years, both as in-house and outside counsel.  Banker spent more than a decade at Yahoo! Inc., where she was Vice President and Associate General Counsel for Global Law Enforcement, Security and Safety.

More recently, she spent three years at Twitter’s San Francisco headquarters where she was Senior Director and Associate General Counsel for Global Law Enforcement and Safety.  Banker was a shareholder at ZwillGen PLLC, a privacy and security boutique law firm in Washington, D.C., for five years and was an associate at Steptoe & Johnson. She began her career as Assistant General Counsel to the President’s Commission on Critical Infrastructure Protection.

Banker has taught as an adjunct professor of law at the Georgetown University Law Center on computer crime. She holds IAPP’s CIPP/E certification.

Banker also holds numerous certifications in wine, including the Wine & Spirit’s Educational Trust’s Level III Advanced Certificate with distinction, and has owned a wine bar in Washington, D.C., for the past six years.
