This law requires that school districts allow students to voluntarily express their points of view — religious or nonreligious — on otherwise permissible subjects and subject only to rules or regulations that are viewpoint neutral.
Among other things, the law requires that schools allow select students to speak at certain school-sponsored events and to declare such events “limited public forums,” a legal category that should allow students to speak on any lawful subject — religious or secular — so long as their speech does not seriously disrupt normal school activities.
